DOE probes 400 gas stations over suspected hoarding

The Department of Energy (DOE) is investigating around 400 gasoline stations nationwide following reports of closures suspected to be linked to hoarding and profiteering.

During a press conference on Monday, March 24, Undersecretary Felix Fuentebella said the closures were flagged by the Philippine National Police. This prompted the DOE to direct its Oil Industry Management Bureau to determine whether the shutdowns were justified or indicative of anti-competitive practices.

Fuentebella said that the agency is working with law enforcement and local government units to inspect affected stations, verify inventory levels, and ensure compliance with pricing and supply regulations.

Authorities are seeking to establish whether the closures were due to legitimate operational constraints, such as delayed deliveries, or if stations intentionally withheld supply amidst rising fuel prices.

Fuentebella warned that stations found to be engaging in hoarding or profiteering may face sanctions, including the suspension or cancellation of their Certificates of Compliance, as well as possible administrative or criminal charges.

At the same time, the DOE emphasized that its objective is not to shut down gasoline stations but to keep them operational and ensure that fuel remains available across all areas.

“The objective is not to close the gasoline stations… but for our gas stations to be open… making the petroleum products available in every corner,” Fuentebella said.

The agency reiterated that fuel supply remains sufficient nationwide, with inventory levels still above the minimum requirement, stressing that the issue lies in distribution and compliance rather than overall availability.

The DOE said it will continue monitoring the situation closely as fuel price volatility persists.
