PGEC begins Bugallon solar grid injection, advances RE projects with key approvals

PetroEnergy Resources Corporation, through its renewable arm PetroGreen Energy Corporation (PGEC), has begun injecting power into the Luzon grid following the testing and commissioning of its 25-megawatt direct current (MWDC) Bugallon Solar Power Project (BSPP) in Pangasinan on April 18, 2026.
The milestone marks the latest addition to PGEC’s growing renewable energy portfolio, as several projects move closer to full operations with the help of regulatory approvals that enable grid connection and electricity trading.
The BSPP, which was constructed completely in the fourth quarter of 2025, is capable of generating 41,000 megawatt-hours of electricity annually while reducing carbon emissions by 29,056 metric tons.
“Our close coordination with officials of the Department of Energy (DOE), the Independent Energy Market Operator of the Philippines (IEMOP), and the National Grid Corporation of the Philippines (NGCP) led to the approval of critical permits such as WESM registration, Provisional Certificate of Approval to Connect (PCATC), and the energization approval as generator,” said Dave P. Gadiano, PGEC Assistant Vice President for Power Markets.
These approvals are necessary before a power plant can deliver electricity to the grid.
“As important, the facility’s milestone meets the administration’s urgent imperative to bring more indigenous and renewable energy capacity on-line especially during this period of energy supply instability,” Gadiano added.
The solar facility forms part of a 111.6 MWDC portfolio of four utility-scale projects under Rizal Green Energy Corp., a joint venture between PGEC and Japan’s Taisei Corp. Once commissioning tests are completed, BSPP is expected to operate under a fixed 20-year tariff as a Green Energy Auction 2 (GEA-2)-qualified facility.
Meanwhile, PGEC is also advancing its wind energy pipeline, particularly with its 13.2-megawatt Nabas-2 Wind Power Project in Aklan nearing commercial operations. The project has secured a Final Certificate of Approval to Connect (FCATC) from NGCP on April 16, 2026 and is awaiting the issuance of a Certificate of Compliance (COC) from the Energy Regulatory Commission.
“The facility’s impending commercial operation not only takes advantage of the DOE’s and NGCP’s ongoing reinforcement of the Boracay-Caticlan-Nabas transmission line where Nabas-2 is connected, but also ensures that tourism and business establishments in Boracay and Aklan get more clean power from our Nabas wind farm,” Gadiano said.
The developments highlight how regulatory clearances continue to play a key role in bringing new renewable energy capacity online, as developers move to support ever-growing electricity demand with cleaner power sources.
