As rooftop solar adoption expands among Filipino households seeking to reduce electricity costs, consumer advocacy group CitizenWatch Philippines has issued a safety checklist for consumers before proceeding with installations, stressing that compliance with technical standards and proper permitting remains critical to prevent electrical and fire risks.

The group outlined key requirements for households considering solar photovoltaic (PV) systems, including verification that installers employ licensed electrical practitioners and qualified engineers, and confirmation that all equipment such as panels, inverters, batteries, and wiring meet recognized safety standards.

CitizenWatch also urged consumers to ensure compliance with the Philippine Electrical Code and fire safety regulations, require proper protection systems such as circuit breakers, grounding, and surge protection, and confirm that roof structural integrity has been assessed prior to installation.

The checklist further calls on consumers to secure all necessary permits, inspections, and approvals from local authorities and utility providers, and to obtain full system documentation, warranties, and emergency shutdown procedures before commissioning any installation.

CitizenWatch warned against engaging unregistered or low-cost installers, noting that cost-cutting on workmanship and safety systems can expose households and nearby communities to significant risk.

“While lowering electricity expenses is important, especially amid today’s economic challenges, consumers should never sacrifice safety for short-term savings,” the group said, adding that “Unsafe installations may put homes, neighboring properties, and communities at risk.”

The group said existing Philippine regulations, including the National Building Code, Fire Code of the Philippines, the Energy Regulatory Commission Net-Metering Rules, and the Philippine Electrical Code, already provide a framework to ensure safe and responsible deployment of rooftop solar systems.

CitizenWatch added it supports expanded access to renewable energy but stressed that safety, reliability, and proper regulation must remain central as distributed solar adoption grows.

“Clean energy should not only be affordable. It must also be safe, reliable, and responsibly installed,” the group said.
