Topline, Aesen form offshore services JV to support PH offshore wind

Topline Equity Corporation, through subsidiary Topline Offshore Inc., has launched Aesen Topline Offshore Corp., a joint venture with Singapore-based Aesen Pte. Ltd., to deliver integrated maritime solutions for the country’s growing offshore wind, offshore energy, marine civil construction, and maritime infrastructure sectors.
“Through this joint venture, Topline is positioning itself to capture opportunities arising from an estimated PHP 600 billion in investments in offshore wind, bridge construction and land reclamation projects in the coming years,” Topline Group Chairman, President, and CEO Eugene Erik Lim said.
Lim said the partnership aims to bring Aesen’s decades of operational experience in offshore services to the local market by providing specialized vessels, logistics, and marine capabilities required by these developments.
Signed on July 8, 2026, the joint venture combines Topline Group’s local market presence with Aesen’s marine assets and technical expertise.
Aesen Topline Offshore Corp. will primarily engage in marine asset chartering and leasing to support offshore wind developments, offshore energy projects, marine civil construction, and maritime infrastructure projects that require specialized offshore vessels.
In simple terms, o9ffshore wind projects require more than turbines and power contracts. Developers also need vessels, port logistics, equipment transport, staging, installation support, and offshore construction services before projects can move toward delivery.
The joint venture will also provide supply chain solutions, including cargo handling, transportation, customs clearance, and freight coordination, to help move goods from origin to project site.
Aesen CEO and Director Darren Ang said the Philippines has an increasing need for skilled maritime partners to realize its offshore wind ambitions.
“As offshore wind developments move closer to execution and infrastructure investments continue to accelerate, there is an increasing need for experienced maritime partners capable of delivering safe, reliable and efficient project support services,” Ang said.
The joint venture will operate on a project basis and may deploy vessels, equipment, and services anywhere in the Philippines, depending on the location and requirements of each development.
Topline said some potential projects are already in the final stages of negotiations, including those involving offshore wind, land reclamation, and other large-scale infrastructure developments.
“By expanding access to specialized marine assets and offshore capabilities in the Philippine market, we are building a platform that can support developers complete complex projects more efficiently,” Lim said.
“This is how we see Topline contributing to the infrastructure and energy investments that will support the country’s sustainable growth,” he added.
Ang said the joint venture combines Aesen’s global offshore expertise with Topline’s local capabilities to support opportunities in the Philippine market and contribute to the country’s long-term development.
