Top Line lands Angkas partnership to grow retail fuel business

Top Line Business Development Corp. has entered into a partnership with motorcycle ride-hailing platform Angkas, a move that gives the listed fuel distributor access to roughly one-third of Cebu’s motorcycle taxi market while strengthening its retail fuel business.
In a disclosure to the Philippine Stock Exchange on Tuesday, Top Line said its retail fuel subsidiary, Light Fuels Corporation, signed an agreement with Angkas to provide exclusive fuel discounts and other benefits to the platform’s partner riders in Cebu.
The partnership covers Angkas’ share of Cebu’s motorcycle taxi market, where the Motorcycle Taxi Technical Working Group has set a 9,000-rider allocation across the country’s three accredited motorcycle taxi operators.
Top Line estimates the partnership could generate up to 42,000 liters of liquid fuel sales per day while increasing customer traffic across its retail fuel network.
“By giving Angkas partner riders access to fuel savings and value-added services, we are also strengthening Light Fuels’ position as a preferred fuel partner for high-frequency road users,” said Eugene Erik Lim, Chairman, President, and CEO of Top Line.
Under the agreement, Angkas partner riders will be enrolled in the Light Rewards Suki Program, entitling them to a PHP 2.00-per-liter discount on gasoline and a PHP 1.00-per-liter discount on diesel.
Riders will also receive one free Light Automatic Motorwash every quarter and become eligible for Light Fuels’ grand raffle promotions, among other incentives.
For Angkas, the partnership is intended to help reduce one of the largest operating costs for motorcycle taxi riders.
“Fuel is one of the biggest recurring expenses for motorcycle taxi riders, and this partnership with Light Fuels gives our Cebu Angkas partner riders access to practical savings and value-added benefits that can directly support their work on the road,” said David Brian Medrana, Angkas’ Head of Operations.
“Through this collaboration, we are able to further strengthen our commitment to riders while continuing to provide safe, reliable, and affordable mobility for commuters in Cebu,” he added.
Top Line said the collaboration forms part of its strategy to expand its retail fuel business by increasing repeat customers through loyalty programs and targeting high-frequency road users.
“As Cebu’s transport and mobility demand continues to grow, we want Light Fuels to be present in the daily journeys of riders, drivers, businesses, and communities that keep the local economy moving,” Lim said.
The Cebu-based company operates across commercial fuel trading, depot operations, and retail fuel in the Visayas through its subsidiaries Topline Logistics and Development Corp. and Light Fuels Corporation.
