DOE and Iloilo LGUs Roll Out First Province-Wide Energy Efficiency Plan to Cut Power Consumption

The Department of Energy (DOE), through its Energy Utilization and Management Bureau (EUMB) and Visayas Field Office, and the local government units (LGUs) in Iloilo have launched the province’s first large-scale energy efficiency and conservation program, ensuring that all 43 participating LGUs develop a Local Energy Efficiency and Conservation Plan (LEECP).
The LEECP serves as a roadmap for LGUs to institutionalize energy efficiency programs by establishing governance structures, policies, and monitoring mechanisms to track energy consumption and optimize power use. These plans align with the Government Energy Management Program (GEMP), which mandates government agencies to reduce their electricity and fuel use by at least a ten percent.

Each LGU is required to finalize its LEECP by March 31, 2025, with approval from local chief executives to guarantee implementation.
Iloilo, a recipient of the DOE’s first-ever Sustainable Energy Award in the LGU category in December 2025, has been a leader in sustainable energy efforts, having passed its Renewable Energy Ordinance (I-PORE) in 2022. I-PORE mandates the development of renewable energy infrastructure and provides incentives such investments.
