MSpectrum, Inc., the solar subsidiary of Manila Electric Company (Meralco), has partnered with Japan’s Tokyo Century Corporation (TC) and JFE Engineering Corporation (JFEE) to establish a joint venture aimed at expanding commercial and industrial (C&I) solar projects in the Philippines, with an initial focus on serving Japanese companies operating in the country.

The companies signed a Joint Venture Agreement creating MSpectrum Taiyo Inc., which will develop, own, and operate rooftop and ground-mounted solar installations for industrial facilities nationwide.

Under the agreement, MSpectrum will own a 60% stake in the venture, while Tokyo Century and JFE Engineering will hold 30% and 10%, respectively.

The partnership combines MSpectrum’s local solar business and Meralco’s power sector expertise with Tokyo Century’s financing capabilities and JFE Engineering’s engineering and renewable energy experience. The companies said the venture seeks to accelerate solar adoption as businesses look to manage electricity costs while meeting sustainability targets.

“Beyond supporting the growth of our organizations, this partnership aims to contribute to the country’s broader energy transition by expanding access to clean and reliable energy solutions, helping businesses manage energy costs, reduce carbon emissions, and enhance their long-term competitiveness,” MSpectrum Chairman Ronnie L. Aperocho said.

The three companies said the venture builds on their existing collaboration under Japan’s Joint Crediting Mechanism (JCM) program, through which several solar power purchase agreement (PPA) projects were implemented in the Philippines between 2019 and 2021 with support from the Japanese government.

Tokyo Century said growing electricity demand and the need for renewable energy in the Philippines present opportunities for Japanese businesses operating locally.

“In the Philippines, rapid economic growth has led to rising electricity demand and an urgent need for renewable energy. Introducing clean energy while reducing costs has become an important priority for many Japanese companies operating in the country,” TC Senior Managing Executive Officer and Global Business Unit President Toshio Kitamura said.

“Through MSpectrum Taiyo, we aim to provide reliable and sustainable solar solutions that help address these needs,” he added.

JFE Engineering, which said it has developed more than 100 megawatts of solar PPA projects in Japan and has an established presence in the Philippines through affiliated companies and water infrastructure projects, will provide engineering expertise for the joint venture.

“This joint venture will provide clean energy to Japanese companies operating in the Philippines through solar PPA solutions. As demand for carbon neutrality continues to grow, we believe this collaboration will help businesses achieve their sustainability goals while contributing to a more sustainable [environment],” JFEE Managing Director and Head of the Power Business Division Atsushi Kobayashi said.

Meralco Chairman and Chief Executive Officer Manuel V. Pangilinan said the venture reflects the benefits of combining the partners’ respective strengths to expand solar deployment in the country.

“It is this combination of strengths that allows us to deliver more reliable, more efficient, and more scalable solar solutions to commercial and industrial customers in the Philippines—helping businesses become more productive, more competitive, and better prepared for the future,” Pangilinan said.
