New ERC rules aim to accelerate microgrid rollout in off-grid areas

The Energy Regulatory Commission (ERC) has adopted a new set of rules for governing microgrid systems, marking another step toward accelerating electrification in underserved areas while also strengthening consumer protection.

Issued under Resolution No. 11, Series of 2026, the framework establishes guidelines for both isolated microgrid systems and grid-tied systems operating in island mode. These were made with the aim of expanding electricity access and encouraging private sector participation.

Under the new rules, Microgrid System Providers (MGSPs) are required to deliver 24/7 electricity service, achieve full household electrification within their service areas, and comply with strict technical, operational, and safety standards.

A key feature of the framework is the introduction of a Full Cost Recovery Rate (FCRR) mechanism, which allows providers to recover prudent investments subject to regulatory approval, while also maintaining oversight to ensure fair pricing for consumers.

The rules also include affordability measures such as Subsidized Approved Retail Rates (SARR) and access to the Universal Charge for Missionary Electrification (UC-ME). This helps bridge the gap between actual costs and what consumers pay.

ERC Chairperson and CEO Francis Saturnino C. Juan said the rules are designed to ensure that electrification efforts reach even the most remote communities.

“These Rules Governing Microgrid Systems are a crucial step in ensuring that no Filipino community is left behind in our electrification efforts,” Juan said.

He added that the framework establishes a clear and transparent regulatory environment that enables the delivery of reliable and affordable electricity while upholding consumer protection standards.

The guidelines also streamline licensing through Authorities to Operate (ATOs), standardize Microgrid Service Contracts, and strengthen compliance monitoring, providing a more predictable environment for investors.

The ERC said the rules are expected to support the development of microgrid systems using renewable and indigenous energy sources, thus helping stabilize electricity costs and reduce dependence on fuel-based generation.
