PE2 lauds the AO to hasten GEMP

The Philippine Energy Efficiency Alliance (PE2) lauds the issuance of Administrative Order (AO) No. 15 by the Palace to fast-track the enforcement of the Government Energy Management Program (GEMP). 

In a statement, PE2 expressed its support for the implementation of the GEMP, emphasizing that energy efficiency enhancements would extend across the entire end-use economy. This, in turn, would stimulate energy efficiency initiatives from sectors not explicitly mandated by the government order.

“By advancing the demand for energy efficiency solutions, technologies, and services by Government buildings, transportation fleets, irrigation, water supply and distribution, and other public services, the costs of these energy efficiency measures normally go down and market penetration reaches the smaller municipalities and underserved geographies,” said the company.

GEMP, which comprises both national and local government entities, government-owned and controlled enterprises, state institutions and colleges, and other organizations, is a comprehensive plan to lower the government’s monthly electricity use.

Should the implementation of the AO be successful, it will free up a staggering number of energy supplies required from the fuel market and the grid, especially amid supply shortages caused by El Niño surges and volatility in the global supply chain. 

PE2 also projected that, between 2020 and 2023, the Inter-Agency Energy Efficiency and Conservation Committee (IAEECC) would implement at least nine Resolutions. 

“PE2 hopes the GEMP Guidelines are strengthened to soon mainstream innovative energy efficiency financing and procurement modalities in the public sector for energy service company (ESCO) performance contracts, public-private partnership (PPP) transactions, and joint-venture agreements under the NEDA Guidelines,” said the PE2.

Recently, the Palace issued AO No. 15, which mandated government agencies to fast-track the enforcement of GEMP by urging all agencies of the National Government to participate.
