Power PH – Spot Market Power Prices Drop Across All Major Grids in April — IEMOP

The average electricity price in the Wholesale Electricity Spot Market (WESM) dropped significantly across Luzon, Visayas, and Mindanao for the April 2025 billing period, according to the Independent Electricity Market Operator of the Philippines (IEMOP).

System-wide, the average price in April was PHP 4.52 per kilowatt-hour, a 15.3% decrease from March’s PHP 5.34/kWh.

In April 2025, average electricity prices in the spot market dropped across all major Philippine grids. In Luzon, the average price was PHP 4.59 per kilowatt-hour, marking a 16.5% decrease or PHP 0.91 lower than in March. Visayas followed with an average of PHP 4.52/kWh, a drop of 17.6% or PHP 0.97. Mindanao recorded the lowest rate at PHP 4.11/kWh, which is 6.3% or PHP 0.28 lower compared to the previous month.

This decline in prices came despite an increase in both supply and demand. System-wide electricity supply reached 21,345 megawatts (MW), an 8.8% increase or 1,734 MW more than March. Meanwhile, system demand rose to 14,739 MW, reflecting a 7.8% increase or 1,069 MW.

Breaking it down by region, Luzon saw its power supply climb by 10.9% (1,471 MW), while demand rose 9.3% (900 MW). In the Visayas, supply increased by 8.4% (198 MW) and demand rose by 5.0% (96 MW). Mindanao experienced a more modest increase, with supply going up by 1.8% (66 MW) and demand rising 3.6% (73 MW).

The spot market serves as one of the sources of electricity for Meralco, various electric cooperatives, and other utilities nationwide.
