BCDA Seals PHP4-Billion Deal for New Clark City Waste-to-Energy Facility

A PHP4-billion (USD70-million) agreement between the Bases Conversion and Development Authority (BCDA) and Indian engineering firm Uttamenergy Limited will pave the way for the Philippines’ most advanced waste-to-energy (WTE) facility in New Clark City, Capas, Tarlac. The deal was finalized during President Ferdinand Marcos Jr.’s state visit to India.
The facility will be built on a four-hectare site, with an option to expand by six hectares. Once completed, it will process 600 metric tons of municipal solid waste per day and generate 12 megawatts of electricity, roughly enough to power more than 10,000 homes. The plant will employ German-engineered Enviropower technology from MARTIN GmbH, designed for high efficiency and low emissions.
BCDA President and CEO Engr. Joshua M. Bingcang described the investment as a milestone for clean energy and waste management in the country. “Projects like this are not just about infrastructure. They create ecosystems of opportunity, like jobs for skilled workers, contracts for small businesses, and long-term value for local governments managing waste sustainably,” he said.
The project is expected to generate about 300 jobs during construction and more than 100 full-time positions during operations, with special priority given to local labor and supply chains. It is also set to stimulate downstream industries in waste recovery, transport, and energy services.
The WTE consortium includes Philippine companies Global Heavy Equipment and Construction Corporation and ATD Waste-to-Energy Corporation, alongside Uttamenergy. The initiative supports the Philippine Energy Plan, the Extended Producer Responsibility Act, and New Clark City’s development as a smart and climate-resilient metropolis. It also aligns with several UN Sustainable Development Goals, including affordable and clean energy, sustainable cities, climate action, responsible consumption, as well as decent work.
