DOE shortlists 9 renewable energy bids for detailed evaluation

The Department of Energy (DOE) has moved nine renewable energy (RE) project bids to the next phase of evaluation under the fifth round of its Open and Competitive Selection Process (OCSP5), narrowing down submissions for potential contract awards.
In a statement dated April 7, the DOE said the OCSP5 Review and Evaluation Committee endorsed the nine bids for legal, technical, and financial assessment following the opening of bids on March 30, 2026.
The decision, issued under Resolution No. 01, follows a pre-bid conference held on January 15, 2026 and the submission of 15 Letters of Intent. Of these, only nine proponents submitted complete bid documents that met initial requirements.
Projects endorsed for detailed evaluation span multiple technologies and locations, covering pre-determined areas (PDAs) identified by the DOE. These include the 6.70-megawatt Guinoba-an No. 1, 2.90-MW Guinoba-an No. 2, and 8.3-MW Pacu-an hydropower projects; the 25.0-MW Southern Leyte geothermal project; and the Cabusao and San Isidro wind power projects.
“All nine (9) bid submissions were found complete with the documentary requirements and shall proceed to detailed evaluation upon payment of the prescribed fees, in accordance with Department Circular No. DC2025-12-0029 and the OCSP5 Terms of Reference,” the DOE said.
The agency reiterated that the OCSP framework is designed to ensure transparency and competition in awarding renewable energy service contracts, a key mechanism for expanding the country’s clean energy pipeline.
