ERC launches one-stop digital portal for filings and case tracking

The Energy Regulatory Commission (ERC) has launched a new digital platform that aims to streamline how power industry stakeholders file documents, track cases, and receive regulatory notices.

Called ERC Simplify, or ERCify, the platform was formally introduced on May 18 at the agency’s main office in Pasig City as part of the regulator’s broader push to digitize its services and reduce transaction friction for utilities, generation companies, developers, and consumers.

The initial rollout includes the ERCify–Request for Email Registration (ERCify-RER) module, which allows users to register verified email addresses and mobile numbers that will serve as their authenticated digital identities for future transactions with the Commission.

The ERC said ERCify will eventually consolidate its various online systems into a single portal, enabling stakeholders to access services using one account.

In later phases, the platform will support the online filing of motions, pleadings, letters, and reportorial submissions. It will also allow users to track cases, receive promulgations and notices, and pay applicable fees electronically.

The Commission said the system is also being designed as a mobile-ready application that will be integrated with the Philippine government’s e-government platform, eGovPH, administered by the Department of Information and Communications Technology.

For energy sector participants, the move could help address longstanding concerns over the administrative burden associated with regulatory filings and approvals, which are critical for project development, rate applications, and compliance submissions.

ERC chairperson and chief executive officer Atty. Francis Saturnino C. Juan said the platform is intended to embed accountability and reliability into the agency’s processes.

“Integrity — I cannot think of a more fitting backdrop for what we are doing. A digital platform, at its core, is integrity made operational: the integrity of a stakeholder’s identity, the integrity of an application’s record, and the integrity of a process that not only promises a result but delivers it. ERCify is integrity, encoded,” Atty. Juan said.

The project was spearheaded by the ERC’s Planning and Public Information Service–Management Information Systems Division under the leadership of PPIS Director Heiddi Venecia R. Barrozo and MISD Chief Teofilo G. Arbalate Jr.

The ERC said ERCify forms part of its ongoing digital transformation program aimed at improving transparency, operational efficiency, and stakeholder engagement.
