ERC moves to set tariff rules for solar home systems in off-grid areas

The Energy Regulatory Commission (ERC) is advancing a proposed regulatory framework that would establish pricing rules for solar home systems (SHS) deployed in missionary and off-grid areas, a move that could reshape electrification delivery in unserved and underserved communities.

At its 31st Open Commission Meeting held on May 21, the ERC discussed the “Proposed Rules Governing the Setting of Regulated Photovoltaic Mainstream (PVM) Tariff for the Provision of Electricity Service in Missionary Areas,” which builds on ERC Resolution No. 17, Series of 2017.

The framework is designed to expand the implementation of solar home systems through the National Power Corporation–Small Power Utilities Group (NPC-SPUG), targeting areas that remain unserved, underserved, or deemed commercially unviable for conventional grid expansion.

Under the proposal, solar home systems would be deployed to deliver basic electricity services—primarily lighting and mobile charging—using a prepaid collection and monitoring scheme. 

The standard package includes a 50-watt peak solar panel, battery with charge controller, LED bulbs, a torch lamp, and a radio.

The program is expected to benefit 5,401 households, in coordination with the Department of Energy, National Electrification Administration, electric cooperatives, and local government units.

The commission has yet to finalize the rules, with stakeholders encouraged to monitor official ERC channels for the schedule of public consultations.
