Batangas LNG plants inspected after Luzon grid alert

The Energy Regulatory Commission (ERC) and the Department of Energy (DOE) conducted an inspection of major liquefied natural gas (LNG) facilities in Batangas following a Yellow Alert over the Luzon Grid earlier this month, as regulators moved to assess risks to power supply.
The joint inspection on April 23 covered key assets within the LNGPH Batangas LNG Complex, including the Ilijan Combined-Cycle Power Plant operated by South Premiere Power Corp. and the Batangas combined-cycle facility of Excellent Energy Resources Inc. Both plants rely on the regasification facility of Linseed Field Corporation for fuel supply.
Authorities said the facilities are among the largest power sources in Luzon, underscoring their role in maintaining grid stability during periods of high demand.

The inspection follows the sudden outage of multiple generating units on April 16, which reduced available capacity and prompted the National Grid Corporation of the Philippines to place the Luzon Grid under Yellow Alert Status.
Ilijan Blocks A and B, with a combined capacity of about 1,436.5 megawatts (MW), and units 1 to 3 of Excellent Energy Resources Inc., totaling around 1,320 MW, were affected by the incident, significantly tightening system reserves.
A yellow alert indicates that supply remains sufficient to meet demand but operating reserves are thin, increasing the risk of power interruptions if additional outages occur.
During the site visit, ERC and DOE officials reviewed the sequence of events, examined operational records, and inspected critical infrastructure, including LNG storage and regasification systems that supply fuel to the plants.
Regulators said the inspection forms part of broader efforts to ensure plant reliability and prevent a recurrence of similar incidents. The facility operator has been directed to submit additional documentation, while a full investigation into the root cause remains ongoing.
The ERC said it will continue strengthening oversight of major generation facilities to support a stable and dependable electricity supply.
