Power outages push Luzon grid into yellow alert, DOE orders restoration

The Luzon grid was placed under a yellow alert, the first for the region this year, on April 16 from 4:00 PM to 10:00 PM after multiple power plant outages tightened available supply.

Data from the National Grid Corporation of the Philippines (NGCP) showed available capacity at 12,223 megawatts (MW), slightly above demand of 11,966 MW, resulting in a thin operating margin.

A yellow alert is issued when power reserves fall below the required contingency level, indicating that while supply is still sufficient, the system has a limited buffer to absorb further disruptions.

The alert was triggered by the forced outage of 35 power plants and reduced output from 14 others, resulting in a total of 5,137.2 MW unavailable to the grid.

Among the key facilities affected were Ilijan Blocks A and B and Excellent Energy Resources Inc. (EERI) Units 1, 2, and 3, which experienced consecutive tripping events.

The unavailability of several hydro plants, including Magat units, also contributed to the tight supply conditions.

In response, the Department of Energy (DOE) directed power producers and stakeholders to immediately restore the affected facilities to stabilize supply.

Energy Secretary Sharon S. Garin instructed LNGPH, a consortium of San Miguel Global Power, AboitizPower, and Meralco PowerGen, and other operators to fast-track restoration efforts following the outages.

The DOE said it is under heightened monitoring and is coordinating with NGCP, generation companies, and system operators to ensure the timely return of affected units and prevent prolonged disruption.

The agency added that it is implementing measures to protect power system reliability as conditions continue to evolve.
