Cebu backs 80-MW Alegria Wind Power Project

The proposed 80-megawatt Alegria Wind Power Project has secured a key local endorsement after the Cebu Provincial Development Council (PDC) Executive Committee approved a resolution supporting its development and interposing no objection to the project.
During its June 10 meeting, the PDC Execom endorsed the project being developed by MC Power Solutions, Inc., which is planned for completion in 2028 and is expected to supply power to the National Grid Corporation of the Philippines (NGCP).
The wind project is currently in its pre-development stage, with wind resource assessments, land surveys, environmental studies, and community consultations underway. MC Power is also installing a meteorological mast in Barangay Guadalupe, Alegria, to assess the area’s wind potential.
According to project details presented to the council, the development will consist of 10 wind turbine generators with a capacity of eight megawatts each, for a total installed capacity of 80 MW. The project site covers the barangays of Guadalupe, Valencia, and Lepanto in Alegria, Cebu.

Detailed design work and civil construction activities are expected to begin in the first quarter of 2027, subject to the completion of permitting and regulatory requirements. The company said it is currently securing necessary permits and clearances, including the PDC endorsement required for its Environmental Compliance Certificate application.
MC Power also highlighted potential benefits for the host municipality and surrounding communities, including real property taxes, local business taxes, a one-percent royalty share from total gross income, and the PHP 0.30-per-kilowatt sales share mandated under the Department of Energy’s Energy Regulations No. 1-94. The company said these would be complemented by projects under its KAHALIGI corporate social responsibility program.
Following the presentation, the PDC Execom approved a resolution “endorsing and interposing no objection to the development of the Alegria Wind Power Project.”
The endorsement marks an important step for the proposed renewable energy facility as developers seek to advance permitting and development activities ahead of construction.
