DOE energizes 3-MWp CASURECO IV solar project in Camarines Sur

The Department of Energy (DOE), Trademaster Renewable One Inc., Camarines Sur IV Electric Cooperative (CASURECO IV), and local government partners have energized the 3-megawatt-peak (MWp) CASURECO IV Solar Power Project in Tigaon, Camarines Sur.

The 2.42-hectare ground-mounted solar facility was developed under Solar Energy Operating Contract (SEOC) No. 2023-07-674, which was awarded on July 20, 2023.

The project is expected to generate enough electricity to power around 1,900 households annually.

Embedded directly into CASURECO IV’s local distribution network, the facility is expected to strengthen local power supply and improve service stability within the cooperative’s franchise area.

In simple terms, an embedded solar facility is connected closer to the communities it serves, helping reduce dependence on power sourced farther away and supporting a more stable local distribution system.

The DOE said the project will also help reduce dependence on conventional generation and lessen exposure to volatile international fuel prices and external supply disruptions.

It is expected to support more reliable electricity service for households, schools, health centers, government facilities, and local businesses served by CASURECO IV.

“The CASURECO IV Solar Power Project demonstrates how renewable energy investments can strengthen local power reliability while ensuring that host communities directly benefit from the responsible development of their own resources,” Energy Secretary Sharon S. Garin said.

“As we continue to expand the country’s clean energy portfolio, we remain committed to projects that enhance energy security, support sustainable development, and provide Filipino consumers with cleaner, more reliable, and more resilient sources of electricity,” she added.

Host communities will also receive benefits under Energy Regulation Program No. 1-94, which allocates PHP 0.03 for every kilowatt-hour (kWh) of electricity generated and sold.

Of this amount, PHP 0.025/kWh will support livelihood development, social services, and environmental protection programs, while PHP 0.005/kWh will fund rural electrification initiatives.

Host local government units may also adopt a resolution allowing part of these funds to reduce local electricity rates.

Any funds left unused for two consecutive years will automatically be applied toward lowering electricity costs for local consumers.

The project is also expected to generate employment opportunities through the priority hiring of local workers and the procurement of goods and services from enterprises within host communities.

The DOE said the energization of the CASURECO IV Solar Power Project supports efforts to accelerate renewable energy development, strengthen energy security, and promote inclusive regional growth.

The agency added that projects using indigenous and sustainable energy resources can help reduce dependence on imported fuels and improve the resilience of local power systems.
