MGEN restores PEDC Unit 3 ahead of schedule, boosting Visayas supply

Meralco PowerGen Corporation’s (MGEN) Thermal subsidiary Panay Energy Development Corporation (PEDC) has synchronized Unit 3 of its 278.4-megawatt coal-fired power plant in Iloilo City to the grid, restoring an important source of reliable power for Panay Island and the wider Visayas.

The unit returned to service ahead of the previously communicated recovery timeline after an equipment failure in May 2026. MGEN said the restoration followed an intensive engineering and recovery program that prioritized safety, technical rigor, and operational excellence.

PEDC Unit 3 had been undergoing recovery work after an equipment failure last May. MGEN did not specify the exact component that failed, but said the restoration required engineering assessments, forensic investigation, equipment repairs, extensive testing, and coordination with technical experts, contractors, original equipment manufacturers, and National Grid Corporation of the Philippines (NGCP) before the unit could return to service. 

The return of PEDC Unit 3 comes as the Visayas grid has experienced a string of yellow alerts in recent weeks, underscoring the need for dependable capacity in the region. A yellow alert means power supply may still be enough to meet demand, but reserves are already thin.

PEDC’s Iloilo facility plays a critical role in supplying the power requirements of Panay Island and select areas across the Visayas, supporting regional energy security and economic growth.

“The successful return of PEDC Unit 3 reflects the strength of our engineering capabilities, disciplined execution, and the dedication of our people and partners,” said Arnel L. Santos, President and CEO of MGEN Thermal.

“Beyond restoring generating capacity, this recovery has further strengthened our engineering governance and asset management practices, enabling us to continue delivering safe, reliable, and dependable power to the communities and industries we serve,” he added.

PEDC will continue to monitor the unit’s performance while completing the remaining engineering enhancements identified during the recovery process.

MGEN said lessons from the restoration will also be integrated into MGEN Thermal’s engineering standards and asset management framework to further strengthen the reliability of its generating fleet.

PEDC owns and operates the 278.4-MW coal-fired power plant in Iloilo City, which uses circulating fluidized bed technology.

The return of PEDC Unit 3 adds dependable capacity back to Panay Island and the wider Visayas as the region continues to manage tight reserves and growing electricity demand.
