Blueleaf advances Php 15B floating solar project in Laguna

Blueleaf Energy Philippines is advancing plans for a Php 15-billion floating solar project in Laguna, engaging potential contractors for its development.

In a report by Inquirer, Blueleaf’s senior project manager Pradeep Gopalakrishnan revealed that the company is in discussions with Chinese firms Energy China and Xian Electric for the engineering, procurement, and construction of its NKS Solar One project.

Once finalized, Energy China will oversee the installation of solar panels, while Xian Electric will manage the substation, which connects transmission and distribution lines.

Gopalakrishnan added that Xian Electric has been in the Philippines for 13 years. Energy China, on the other hand, successfully implemented a floating solar project on Singapore’s drinking water reservoir, and they are applying the same technology in the Philippines.

NKS Solar One will be situated across Lake Caliraya and Lake Lumot in the municipalities of Cavinti, Kalayaan, and Lumban.

Meanwhile, Blueleaf’s head of projects Rafael Macabiog noted that the facility will have a capacity of 220 megawatt-peak (MWp) at maximum output.

Macabiog also reported progress in obtaining permits for land use, a service contract, and a system impact study.

The project has received an Energy Project of National Significance certification, streamlining regulatory approvals.

Construction is set to begin in early 2025, with the facility slated to start commercial operations by the second quarter of 2026.

Blueleaf is also pursuing a larger floating solar initiative on Laguna Lake, named Bluesolar, with a Php 66-billion investment aimed at generating up to 1,300 MWp.

This joint venture with SunAsia will span five municipalities in Laguna: Cabuyao, Sta. Rosa, Calamba, Bay, and Victoria.

Preliminary work on Bluesolar is expected to start next year, with the project scheduled for completion and operation by 2026.
