MGEN boosts Singapore grid stability with 100MW fast start facility

Meralco PowerGen Corporation (MGEN), through its Singapore-based subsidiary PacificLight Power (PLP), has completed and commissioned a 100 megawatt (MW) Fast Start Ancillary Services facility on Jurong Island, enhancing the flexibility and responsiveness of the city-state’s power grid.
The 100MW plant, which supplements PLP’s existing 830MW Combined Cycle Gas Turbine (CCGT) operations, was officially completed and became operational this June. “The 100MW Fast Start facility is completed and commissioned this month,” confirmed Atty. Christer Gaudiano, MGEN’s Head of Sustainability, Communications, & External Affairs, in a message to stakeholders.
“This milestone reflects our commitment to investing in high-efficiency, future-ready technologies that address both reliability and sustainability challenges,” said Emmanuel V. Rubio, MGEN President and CEO. “Through PLP, we are proud to contribute to Singapore’s energy security while expanding our regional footprint with innovation at the core.”
Powered by Siemens Energy gas turbines, the facility is designed for rapid deployment during unplanned outages or grid disturbances—providing critical support to the increasingly dynamic power system of Singapore.
The project also reflects strong workplace safety performance, logging over 480,000 man-hours with zero loss-time injuries. Jurong Engineering Limited (JEL) served as the construction contractor for the facility.
PLP is also preparing to build a 670MW hydrogen-ready CCGT plant with integrated battery energy storage, scheduled for completion in January 2029. This will be Singapore’s first large-scale battery system, and it underscores PLP’s long-term role in supporting the country’s low-carbon transition.
As electricity demand continues to grow in Singapore, MGEN emphasized its continued commitment to “smart, sustainable, and scalable energy investments.”
