Greenergy eyes Agus hydro upgrade, shift to hybrid power

Greenergy, a renewable energy company based in Northern Mindanao, has partnered with government institutions to propose the rehabilitation of the Agus hydroelectric power plants in Mindanao, aiming to modernize aging infrastructure and cut dependence on fossil fuels, the Philippine News Agency reports.

The initiative, led by Greenergy CEO and president Cerael Donggay, involves a Rehabilitate–Operate–Maintain (ROM) model for all six Agus hydro plants. “To implement this project, we will have to rehabilitate and modernize the Agus plants, implementing flood prevention measures to optimize lake discharges,” Donggay said in an interview on Wednesday.

The proposal is currently under review by the Public-Private Partnership Center, while the Power Sector Assets and Liabilities Management (PSALM) is also in the process of bidding out a Third-Party Technical Advisor for the project.

A key feature of the plan is the introduction of a Hybrid Economic Dispatch (HED) system midway through the 10-year rehabilitation. Donggay explained that the system would “replace expensive fossil fuel-based diesel peaking plants and coal plants” and enhance the capacity of their Energy Storage Project (ESP).

The HED system, developed in collaboration with the University of Science and Technology of Southern Philippines and other engineers, is designed to optimize the use of renewable sources—particularly solar and hydropower—for reliable and cost-efficient energy delivery.

Greenergy’s ESP supports a broader transition to renewable energy by enhancing energy security, lowering electricity costs, and improving grid stability.
