BCDA, consortium to build country’s first major waste-to-energy facility

A Filipino-Indian consortium is set to build the country’s first large-scale waste-to-energy (WTE) plant in New Clark City after formalizing a lease agreement with the Bases Conversion and Development Authority (BCDA). The PHP 4-billion project is expected to boost clean energy production, improve solid waste management, and support job creation across Central Luzon.

BCDA President Joshua M. Bingcang said the project aligns with national sustainability efforts and has secured backing from national agencies such as the Department of Energy (DOE) and the Department of Environment and Natural Resources (DENR). He noted that the project is also expected to stimulate economic activity, with around 300 jobs during construction and 100 direct operational roles once the plant is completed.

Energy Undersecretary Giovanni Carlo Bacordo spotlighted the project’s role in easing waste-related issues and flood risks, citing its value beyond power generation. “It’s not only for job generation in the region and power generation, but it is also about waste management… So, it is like hitting two birds with one stone—waste management, power generation and renewable energy,” he said, pointing to its contribution to the Philippine Energy Plan 2023–2050 as well.

For the consortium behind the project—ATD Waste to Energy Corp., Global Heavy Equipment and Construction Corp., and India-based Uttamenergy Ltd.—the focus is on shifting the perception of waste as a burden. Consortium President Amando T. Diaz said the facility represents a change in mindset, noting, “Waste is not just garbage—it is a resource. A resource that, when managed responsibly and creatively, can power homes, fuel progress, and protect our planet.”

The plant, which will rise on a four-hectare parcel in New Clark City, is designed to process 600 metric tons of waste per day and produce 12 megawatts of electricity—enough to supply over 10,000 homes in Clark and its neighboring communities.

BCDA said the project is a direct result from President Ferdinand Marcos Jr.’s state visit to India and supports New Clark City’s push to become the country’s first smart, green, and future-ready metropolis.
