ERC highlights UK partnership in accelerating the Philippines’ net-zero push

The Philippines and the United Kingdom have strengthened collaboration on clean energy development as the initiative formally introduced new tools and capacity-building support for the country’s transition.
At the launch of the UK Partnering for Accelerated Climate Transitions (UK PACT) on December 2 at The Peninsula Manila, Energy Regulatory Commission (ERC) Chairperson and CEO Atty. Francis Saturnino C. Juan said the partnership positions the UK as a key ally in accelerating the Philippines’ shift toward a net-zero future.
UK PACT is funded by the UK’s Foreign, Commonwealth and Development Office and the Department for Energy Security and Net Zero. Chairperson Juan said the program gives the Philippines access to technical expertise and frameworks that can support long-term planning.
“We are here to launch a new reality for the Philippines: a tangible, operational net-zero future,” he said, emphasizing the initiative’s relevance to the country’s energy ambitions.
Juan also highlighted the United Kingdom’s leadership in offshore wind development and its significance to the local sector. He said the collaboration draws from the UK’s extensive experience in scaling the technology.
“The UK created the blueprint. You proved it could work at scale. You drove down costs by over 60%. You have the scars, the lessons, and the success,” he said.
The event introduced several tools described by Juan as timely for the Philippines’ transition efforts. These include an Offshore Wind Pricing Model, a System Cost Simulation Tool, and a Marine Spatial Planning Tool. The initiative also aimed to deepen cooperation between agencies and technical partners while reinforcing the commitment to a sustainable, low-carbon future.
Chairperson Juan urged a whole-of-government approach to achieving energy security and affirmed the ERC’s readiness to support upcoming developments. “The New ERC is ready. We are streamlined, united, and eager to facilitate the country’s accelerated climate transition,” he said.
