AbaCore, PNOC extend technical work on Simlong onshore wind site

AbaCore Capital Holdings Inc. (AbaCore) is continuing early-stage development of an onshore wind project in Batangas City through its subsidiary Simlong Energy Development Corporation (SEDC). Technical studies continue on as they try to determine the site’s viability for development.

In its disclosure to the Philippine Stock Exchange dated February 10, AbaCore said it has received a signed amendment to the memorandum of agreement between SEDC and Philippine National Oil Company (PNOC). The amendment extends the study period to 18 months, allowing for more comprehensive data gathering and validation compared to the original 15-month timeline.

The project is located within a 142-hectare property in Simlong, Batangas City, which has been identified as the area of interest for wind resource assessment. The initiative forms part of AbaCore’s efforts to expand into renewable energy and energy infrastructure development.

SEDC is undertaking the project in partnership with state-owned PNOC, which is responsible for conducting the wind resource assessment. These include geo-spatial studies, mapping, techno-economic analysis, and forecasting. The project remains in the study and evaluation phase, with no commercial development plans announced yet.

The agreement, which took effect on September 15, 2025, will remain valid until February 29, 2028, unless earlier amended or terminated by mutual consent of both parties. AbaCore said the extended timeframe is intended to support a more robust technical assessment of the site.

According to the disclosure, the objective of the ongoing study is to determine the site’s viability for the establishment of an energy hub and energy infrastructure development, with potential outcomes expected to inform future investment decisions.

Batangas has emerged as a strategic location for energy projects due to its existing power infrastructure, logistics access, and role as an industrial and port hub. All of which are factors that have drawn interest for renewable energy development in the province.

Commenting on the update, AbaCore and SEDC chair Antonio Victoriano F. Gregorio III said, “This is an incremental step that aligns our agreement with PNOC on the realities of conducting a comprehensive wind resource study.” He added that, “Developments will follow the technical findings and viability assessments from the PNOC study.”
