TOP completes renovation on eight Light Fuels Express stations in Northern Cebu

Top Line Business Development Corp. (TOP) has completed the renovation and rebranding of eight fuel stations in Northern Cebu, this brings the first cluster of its Light Fuels Express network to full operational capacity.
The stations, located in Medellin, Bogo, Daanbantayan, Tabogon, Sogod, Borbon, Catmon, and Carmen, are projected to contribute between 800,000 to 1 million liters in monthly fuel sales.
The completed sites form Cluster 1 of TOP’s acquired retail fuel network, part of a wider per-cluster renovation and rebranding program covering other regions such as Cebu, Leyte, Siquijor, and Negros Oriental.
According to the company, around 80% of Northern Cebu’s fuel market is composed of two-wheeled vehicles. Because of this, the newly renovated Light Fuels Express stations were designed primarily to serve motorcycles and light vehicles.
By focusing on two-wheeled vehicles, the company is aligning its retail format with prevailing demand patterns in the area, where motorcycles account for the majority of fuel transactions.
“The completion of our Cluster 1 renovation shows how we maintain quality in our acquisitions, reflecting our disciplined approach to optimize each station to operate at full capacity while maintaining efficiency and service quality. This cluster-based rollout allows us to scale systematically and capture demand in high-growth markets like Northern Cebu,” said Brigitte Carmel Lapasaran Lim, Senior Vice President and Chief Operating Officer.
The cluster-based strategy enables TOP to renovate geographically grouped stations in phases, making delivery easier. This also goes to supporting brand consistency under the Light Fuels identity while simultaneously expanding its reach across Visayas.
Aside from fuel services, the new stations will also include Automated Motor Wash systems capable of cleaning motorcycles in approximately three minutes and reuse water via built-in recycling systems.
Renovations for Clusters 2, 3, and 4 are expected to be completed by end-2026. Stations that have yet to be rebranded still continue to operate and contribute to the company’s revenue stream.
