DOE hails PhilATOM ratification as milestone for nuclear energy

The Department of Energy (DOE) has lauded the ratification of the Philippine National Nuclear Energy Safety Act—establishing the Philippine Atomic Energy Regulatory Authority (PhilATOM)—as a critical milestone toward the safe, secure, and peaceful development of nuclear energy in the country.

“After two decades of advocacy and deliberation, the passage of the PhilATOM bill marks a historic turning point for the Philippines,” said DOE Undersecretary Sharon S. Garin. “We will now have the necessary legal and institutional foundations to guide the development of nuclear energy infrastructure with oversight for the highest standards of safety and security.”

Garin, who leads the Nuclear Energy Program – Inter-Agency Committee (NEP-IAC), said PhilATOM will play a key role in regulating nuclear energy infrastructure—from siting and construction to licensing and operation. She clarified that the new law does not mean immediate construction of a nuclear power plant, as the country must still undergo a rigorous, step-by-step process in compliance with International Atomic Energy Agency (IAEA) standards. The Philippine Energy Plan targets nuclear power generation by 2032.

The IAEA’s 2024 follow-up Integrated Nuclear Infrastructure Review (INIR) mission affirmed the country’s progress, highlighting advances in national policy, regulatory frameworks, and emergency preparedness. PhilATOM is also expected to support the peaceful use of atomic energy in healthcare, agriculture, industry, and research.

“Ultimately, our pursuit of nuclear energy is guided by the vision of securing a safe, clean, and reliable power source for future generations,” Garin said.
