SN Aboitiz Partners with Electric Cooperatives to Expand Rural Electrification

SN Aboitiz Power Group (SNAP) is stepping up efforts to support rural electrification by partnering with electric cooperatives to deliver community-based power projects funded through the Department of Energy’s ER 1-94 program.

SNAP recently signed memoranda of agreement with Benguet Electric Cooperative (BENECO) on March 28, 2025, and Isabela Electric Cooperative (ISELCO) on April 11, 2025. The agreements enable the use of the Electrification Fund to implement projects that will extend electricity access to underserved areas in Benguet, Isabela, and surrounding provinces.

The Electrification Fund, created under Energy Regulation No. 1-94, allocates half of one centavo per kilowatt-hour of electricity sales to power-related projects that benefit host communities. The fund is used to build or extend distribution lines in remote and off-grid areas, helping local cooperatives bring electricity to areas where infrastructure remains limited.

SNAP has accumulated PHP45 million in Electrification Fund contributions from its operations in Benguet and Northern Luzon since 2018. The funds come from its hydroelectric assets in Ambuklao, Binga, Magat, and Maris. A portion of the fund was temporarily repurposed in 2020 to support COVID-19 response initiatives in affected host communities.

The electrification projects implemented through this fund are aligned with the Department of Energy’s National Total Electrification Roadmap, which targets 100 percent household electrification in the Philippines by 2028. The initiative is part of a wider mandate requiring generation companies to share revenue with host communities through development and livelihood funds, environmental funds, and the Electrification Fund.

By coordinating directly with electric cooperatives, SNAP ensures that the Electrification Fund is allocated efficiently and in line with the actual needs of rural communities. The approach strengthens local capacity, reduces infrastructure gaps, and contributes to a more inclusive energy transition.

SNAP operates as a joint venture between Aboitiz Power Corporation and Norwegian renewable energy company Scatec. It owns and manages several major hydroelectric plants including the 112.5 megawatt Ambuklao, 140 megawatt Binga, 360 megawatt Magat, 8.5 megawatt Maris, and a 24 megawatt battery energy storage system. While SNAP operates the power generation units, the associated dam and spillway infrastructure is owned and overseen by the Philippine government.

SNAP’s latest partnerships reinforce its long-term mission of making clean, reliable energy accessible to more Filipinos through regulatory alignment and on-the-ground collaboration.
