A major boost to New Clark City‘s green energy ambitions is underway with the groundbreaking of a USD 33-million solar power facility led by Sindicatum C-Solar Power Inc. (SCSPI), a subsidiary of Singapore-based Gurin Energy Pte Ltd.
On April 11, SCSPI, alongside Gurin Energy, the Department of Energy (DOE), Bases Conversion and Development Authority (BCDA), and Union Bank of the Philippines, officially launched the Capas Solar Power Project on a 40-hectare site in New Clark City, Tarlac. Completion is targeted by January 2026.
“The Philippines has one of the most exciting opportunities for renewable energy in the world,” said Jose Rafael R. Mendoza, president of SCSPI and country manager of Gurin Energy, during the groundbreaking ceremony. “Here in Capas, Tarlac, with the support of the BCDA, the local government, and the stakeholders in our community, we wanted to show our commitment to our workplans by having this groundbreaking [ceremony].”
The 38.81-megawatt peak (31.25 MW AC) solar plant will connect to the National Grid Corporation of the Philippines’ Concepcion substation through a 69-kilovolt transmission line. It aims to meet the growing energy demands of New Clark City and nearby areas while supporting the national goal of 35% renewable energy in the power mix by 2030.
“It will add significant energy generation, especially to the Luzon grid,” said Ruby B. de Guzman, assistant director of DOE’s Renewable Energy Management Bureau.
Beyond providing clean power, the project is expected to bring employment opportunities and skills training to the local community. “This solar power project will not only generate the energy for New Clark City, but will also bring skills, employment and economic prosperity to the local community, proving that progress can go hand in hand with innovation and sustainability,” said Erwin Kenneth R. Peralta, BCDA vice president for Investment Promotions and Marketing.
Originally forged through a 25-year lease agreement in 2015, the project took a significant turn when Gurin Energy acquired the original holding company in 2023. Gurin Energy, backed by New Zealand-based Infratil Ltd., continues to expand its footprint across Asia’s renewable energy sector.
The Capas Solar Power Project aligns with the United Nations’ Sustainable Development Goal No. 7—ensuring access to affordable, reliable, sustainable, and modern energy for all.
