Japanese firm proposes wind turbines for Eastern Samar emergency power

Japanese firm Challenergy Inc. has proposed deploying vertical-axis wind turbines in Eastern Samar to provide emergency power for disaster-prone and off-grid communities.

The proposal was presented by CEO Atsushi Shimizu during a courtesy visit to Governor Ben P. Evardone, held last April 28, 2026, as the province explores solutions to improve energy resilience.

Challenergy’s turbines are designed to be small, durable, and easy to transport and install, making them suitable for areas frequently affected by typhoons and other natural disasters, according to Shimizu. The Tokyo-based company, founded in the aftermath of the 2011 tsunami in Japan, focuses on developing wind systems built to withstand extreme weather conditions.

The company said that 21 of its turbines are already operating in Japan, demonstrating the viability of the technology in disaster-prone environments.

Initial sites identified for potential deployment include the municipalities of Dolores, Can-avid, Taft, and Borongan City, with proposed locations in the barangays of Bugas, Maypangdan, and Sabang South.

Governor Evardone also suggested expanding the project to remote islands such as Suluan and Hilabaan, which both currently rely on diesel generators and community-managed solar panels for electricity.

Under the proposed timeline, site selection is expected to be completed by June 2026, with mobilization targeted by July 2026. Implementation is planned from 2026 to 2028, after which the turbines will be fully donated to the province at no cost.

“This is perfect for an emergency… anything that helps the province is very welcome,” said Governor Evardone.
